Washington Wing Emergency Services Readiness Condition

Readiness Condition (REDCON) 1 -
Team or crew is assembled and ready to go. Response time should be less than 20 minutes. Safety will not be sacrificed for speed. Automatic upon loss of telephone system associated with a major incident unless alternate communications are established.

Readiness Condition (REDCON) 2 -
Vehicles/aircraft checked and fueled, equipment checked and loaded into vehicles or aircraft, communications tested, notification systems tested. Response time should be less than one hour. AUTOMATIC WING WIDE WHEN HOMELAND SECURITY ADVISORY SYSTEM OR NATIONAL CAP ALERT STATUS IS RAISED TO THREAT CONDITION RED (Severe Risk of Terrorist Attacks). Automatic during major Washington State incident including earthquake, flooding, communications blackout, power loss, or other disaster. Automatic if a significant terrorist attack occurs inside the United States. Team/crew leaders will report all changes in Readiness Condition and will perform communications checks using CAP communication networks with Wing or Incident Command Post at least once every 6 hours. Wing Command Post will be activated and State EOC position will be manned, if required, during national or statewide events.

Readiness Condition (REDCON) 3 -
Vehicles checked, equipment checked. Response time should be less than 2 hours. AUTOMATIC WING WIDE WHEN HOMELAND SECURITY ADVISORY SYSTEM OR NATIONAL CAP ALERT STATUS IS RAISED TO THREAT CONDITION ORANGE (High Risk of Terrorist Attacks). Automatic upon National Weather Service Weather/Flood Warning for any area within Washington State. Team/crew leaders will report all changes in Readiness Condition and will perform communications checks using CAP communication networks with Wing or Incident Command Post (Wing Operations Staff Duty Officer, if Command Post not activated) at least once daily.

Readiness Condition (REDCON) 4 -
Response time should be less than 4 hours. AUTOMATIC WING WIDE WHEN HOMELAND SECURITY ADVISORY SYSTEM OR NATIONAL CAP ALERT STATUS IS RAISED TO THREAT CONDITION YELLOW (Significant Risk of Terrorist Attacks). Team/crew leaders will report all changes in Readiness Condition and will perform communications checks using CAP communication networks with Wing or Incident Command Post (Wing Operations Staff Duty Officer, if Command Post not activated) weekly.

Readiness Condition (REDCON) 5 -
Response time should be less than 12 hours. Team/crew leaders will report all changes in Readiness Condition to Wing Emergency Services Director using CAP communication networks.

Special Instructions
Ground Teams and Air Teams will report primary and alternate Alerter/Coordinator contact individuals last name and cap id to ES director weekly or when changes are made. All individuals will enter and update all contact information into MIMS when changes occur. Monitor VHF primary. Wing Commander, Vice Wing Commander, Wing Chief of Staff, Wing Operations Officer, Wing Homeland Security Officer, Wing Emergency Services Officer, Wing Disaster Response Officer, Wing Alert Duty Officer are authorized to change readiness condition level Wing wide. Group Commanders, Group Vice Commanders, Group Operations Officers, Group Homeland security Officers, Group Emergency Services Officers, Group Disaster Response Officers are authorized to change readiness condition for their Group. REDCON 1 should not normally be set unless a mission number has been received.
