SAFETY SHOULD ALWAYS BE THE FIRST CONCERN!!
Washington Wing and your Wing Safety Director Need your help and cooperation. We are facing a Compliance Inspection next February. We recently had a SAV inspection and notations were made on a Few Safety Requirements. We need your cooperation on the following items so that we will not face sanctions next year for non-compliance.
Reminders of the following items required next few months;
1. Annual Safety Day: October if fast approaching. Per CAPR 62-1 all units must hold a special session on Safety sometime during October. A copy of your agenda and attendance roster for that session must be forwarded to the Wing Safety Office (preferably via e-mail) NOT LATER THAN NOVEMBER 5, 2009. (You may post it direct on WMU instead of forwarding it. Just be sure to advise me via e-mail if and when you do.) Suggestions: This month (September) is National Preparedness Month. The National Fire Prevention program takes place in October. Halloween and other holiday safety is also a good subject as are the weather changes. CAPR 62-1 also requires a review of ORM in October. I will also forward any other suggestions as they come to my attention.
2. Last year's Annual Safety Surveys; Some units had discrepancies or shortcomings on your annual Safety Surveys last year. I made comments back to you in the comments block. (e.g. Safety Issues, Safety officers not assigned or not progressing in the Safety Specialty Track,etc.) Please respond as soon as possible to any corrections that have been made since that survey, as soon as possible. This was the subject of a finding during the recent Wing SAV and we are expected to respond. The responses should be sent to the Safety Office NLT October 31, please.
3. 2009 Annual Safety Surveys: It's not too early, and in fact we recommend action soon, to submit your annual Safety Survey for 2009. Go to e-services, click on Safety in the left column, then click on the Safety Survey, complete the survey and submit it. This MUST be done "on-line" Written copies using older forms are unacceptable. Call me 24/7 if you have questions or problems finding or accessing the Survey Form. The Annual Safety Survey must be completed not later than December 31, 2009. This means that it should be completed and submitted before the Christmas holidays to allow review by the Wing Safety Director and your response to corrections before the end of the year.
4. Ground Handling video and test: ALL Personnel (including cadets) involved in the movement and ground handling of aircraft are expected to have viewed the Ground Handling video and take the brief test not later than September 30, 2009. The Aircraft ground handling training is required for the following specialties: All CAPF 5 Pilots (includes Tow Pilots, Glider Pilots, Transport Mission Pilots and SAR/DR Mission Pilots), Air Ops Branch Director (AOBD), Operations Section Chief (OSC), Mission Safety Officer (MSO), Incident Commander (IC), Mission Scanner (MS), Mission Observer (MO), ARCHER Operator (ARCHOPR), ARCHER Trac Technician (ARCHTRK), Flight Line Marshaller (FLM) , Flight Line Supervisor (FLS). and all Unit Commanders. If you have not completed this by the end of September, you will not be qualified or allowed to participate in activities for those specialties or duties.
5. Per General Courter's Interim change letter last Spring, personnel are required to study the course and take the exams as follows: ORM Basic- All personnel (Seniors and Cadets) are required to complete this course and brief exam, before participating in any CAP activities or events. ORM Intermediate - Any member (Senior or Cadet) working a Staff position at an activity or event, ALL Commanders, and All Washington Wing Staff Members - are required to complete this course and exam. Go to e-services. In the left column click on "on-line exams". At the next screen, on the left, click on Safety. Then agin in the left column click on ORM. Then pick the required course and exam and complete as instructed.
6. Unit Safety Officers: - The position of Safety Officer is NOT just another position that someone is assigned to or volunteers to fill. Personnel assigned to this position are expected to act to protect the safety and resources of the unit. With the position are certain regulations, most importantly CAPR 62-1 and 62-2 and Region, Wing and lower echelon supplements to same. As with any organization or business one should not be assigned to, or accept a duty or position unless he or she is willing to do their best to perform that duty. One of the requirements of most positions in CAP is that the person assigned shall progress through the professional Development program for that specialty track. In the case of the Safety Officer position, this involves a series of "on line" exams that must be taken within prescribed periods of time. Specifically, the Safety Officer Shall take the "on -line" Basic Safety course within 90 days of assignment. (In years prior, one was Required to file for the ECI Safety Officer course within 90 days of appointment to the duty. Now it is simpler and easier to go "on-line" and take the test. Average time to read and take the test is UNDER 30 minutes.)
We have many Safety Officers who have been assigned to that position for several years, and have yet to meet the basic requirement, namely to file for the ECI course, or now, take the "On-Line" course and test. Our Region Commander has been reported to have approached one Unit Commander and advising him that he no longer has a Safety Officer and must find a new one or face consequences such as not being allowed to participate or worse.
